- BACKGROUND INFORMATION ON THE CONSULTANCY
The Ministry of Higher Education, Research, Science and Technology (MoHERST) had the intention of transforming the public tertiary education institutions into degree-awarding institutions. This is part of the implementation of the Strategic Plan
2021 – 2023. The Gambia College, the only public teacher education institution, is to be transformed into a university of education. The three Schools of the College – Agriculture, Public Health and Nursing and Midwifery are to be transferred to the University of The Gambia (UTG). The School of Education (Gambia College) will form the nucleus of the new university, and the Faculty of the University of The Gambia will be moved to the Gambia College. As such, there will be one specialised university of education. This is more cost-effective for the country to streamline its source of funding to the various institutions that fall under the purview of the Ministry.
The quality of teaching has been a challenge for the country and requires attention to improving the quality of education. Some of the issues affecting the education system include the poor quality of teachers, low qualification level, limited pedagogical skills, subject content knowledge, low performance of students in WASSCE, limited teaching and learning, and capacity building of lecturers/ instructors, just to name a few.
However, it could be recalled that the Gambia College has been training teachers at the certificate and diploma levels. The desired aim of the new university of education is to produce highly skilled teachers with higher qualifications, thus improving the professional level of teachers. - OBJECTIVES The main objective of the consultancy service is to develop a comprehensive roadmap for the transformation of Gambia College into a university of education.

- Develop a roadmap for the transformation of the Gambia College to a university of education
- Develop an institutional and governance framework for the proposed new university of education
- Prepare an indicative budget for the transition to the new university of education
- Propose academic and professional programs to produce quality teachers and other educationists
- Propose human resources and capacity development plans
- Prepare a plan for the sustainable financing and resource mobilization for the university
- Propose tease appropriate change drivers for transformation process
- Propose facilities and infrastructure for the new university
- Specific Objectives
- SCOPE AND TASK TO BE UNDERTAKEN: The development of the road map will entail the assessment of the institutional, human, and material resources of the Gambia College. All relevant organizations and support mechanisms that work with the College will be contacted.
- The main tasks to be undertaken are:
- Review and adopt the draft ToR for the Consultancy
- Prepare and submit the inception report
- Completion of the draft report outline
- Conduct desktop review and situational analysis
- Conduct consultative meetings, interviews and site visits
- Prepare and submit Monthly progress reports on activities in relation to the set objectives
- Submit a draft report to the MoHERST
- Facilitate validation workshop of the draft report
- Prepare and submit the final report to MoHERST
- Dissemination of report to stakeholders
- Completion report
- The main tasks to be undertaken are:
- CONTRACT DURATION: The duration of the consultancy is three (3) months from the date of the award of the contract.
- CONSULTING FIRM REQUIREMENTS: Firm qualifications: the firm should have the following minimum requirements.
- At least ten (10) years of experience in either public or private sector management and organizational restructuring
- Have implemented similar assignments with success
- Have undertaken projects with reference to international organizations
- Have an understanding of the operations of public sector organizations especially educational institutions
- Have a good track record of completing projects on schedule
Experts/Teams must meet the following minimum requirements.
The Lead Consultant or Team Leader must be either a public or private sector management specialist/ expert with at least ten (10) years of work experience in project management, education, international development or any related field of restructuring organizations/ institutions. The Team Leader must have at least a Master’s degree in Education, development studies, project management or related fields of study. He/ She must have good communication skills, proficiency in bankable projects, knowledge of international development, be a team player and demonstrate good analytical skills.
Knowledge and Skills Transfer The firm or consultant is required to work with a team identified by Government to transfer knowledge and skills.
Submission of Expressions of Interest:
The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IF Borrowers” dated September 2023 (Procurement Regulations*), setting forth the World Bank’s policy on conflict of interest.
Consultant Firms may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant Qualification Selection (COS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
