Assignment Tittle: Development of a GBV SEA&SH Training Manual

Introduction
The World Bank is financing the Tourism Recovery, Diversification, and Resilience in The Gambia Project (P177179) and being implemented by the Ministry of Tourism and Culture (MoTC). The development objective of this project is to enhance selected tourism destinations in The Gambia through the improvement of the sector’s development framework, increasing the participation and value addition of tourism related to micro, small and medium enterprises (MSMEs), and developing sector resilience with the restoration, upgrading, and preservation of critical tourism assets as well as product diversification. The project will help the long-term promotion of private sector participation, which will help the sector to scale up as per future demands.
Cognizant of the fact that the tourism sector is prone to incidences of Gender Based Violence (GBV), Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH) and Violence Against Children (VAC), the World Bank and the Gambia Government are not taking any chances. As such, mechanisms are in place to proactively respond to GBV SEA/SH and VAC within the project. The development of the GBV training materials stems from the broader Environmental and social standards set by the bank to ensure that bank funded projects are sustainable and not harmful to humans and the environment as well as The Gambia Government national policies and laws that commit to combat GBV SEA/SH and VAC.
Background
Gender-Based Violence (GBV) is a serious global and development issue that affects individuals of all ages, genders, race and backgrounds. The Gambia Government and World Bank are equally committed to addressing GBV and promoting human rights and freedom from violence through development projects they fund and implement. One of the ways this is done is through education and creating awareness on GBV and related issues. To further this commitment, the PIU plans to develop a comprehensive GBV SEA/SH and VAC Training Manual to be used in training sessions for various stakeholders, including staff, volunteers, community members, and partner organizations.
Objectives
The primary objective of this assignment is to engage a qualified Consultant who will develop a GBV Training Manual for the Tourism Diversification and Resilience Project with supervision from the Project GBV Specialist. The Consultant/s will:
- Provide comprehensive information on GBV, its forms, causes, and consequences.
- Offer practical guidance on how to prevent and respond to GBV SEA/SH and VAC.
- Include interactive exercises, case studies, and resources for trainers.
- Be adaptable for different audiences and contexts.
- Reflect the values, social standards and GBV good practice note of the bank and Gambia government legal instruments on GBV.
4. Scope of Work
The Consultant shall work closely with the GBV Specialist and be responsible for the following tasks
Read the project documents including the World Bank environmental and social framework, the project ESMP/the GBV Response plan to understand the training needs of stakeholders/target audience.
Review existing GBV training materials developed by GBV Actors and other World Bank supported project, and other relevant resources to inform the development of a comprehensive GBV training manual.
Develop a GBV Training outlineand present to the PIU for approval.
After agreeing and approval of the training framework by the GBV Specialist, the consultant should develop the training content using the agreed framework.
Ensure that the manual is culturally sensitive, inclusive, and promotes a gender-responsive approach so that the training does not cause further trauma for survivor trainees
Include practical exercises, case studies, and facilitator’s notes.
Provide clear and concise content that is easy to understand.
Develop evaluation tools to assess the effectiveness of the training manual this will be done in consultation with the M&E Specialist at the PIU
Revise the manual based on feedback from the validation
The GBV Specialist to present the final draft of the GBV Training Manual to Project Director and the Bank for approval.
5. Timeline
The expected timeline for the development of the GBV Training Manual is 30 days.
QUALIFICATIONS AND RELEVANT WORK EXPERIENCE
The Consultant should be a subject matter specialist The consultant/s should possess the following qualifications:
- Must have a master’s degree in gender or equivalent development and sciences.
- Expertise in GBV programing, gender equality, and related fields.
- Experience in developing training materials/manuals.
- Strong communication and facilitation skills.
- Sensitivity to cultural and contextual factors influencing GBV.
- At least five years of experience in the field of Gender, Gender Based Violence prevention and response and women’s rights issues
DURATION OF THE ASSIGNMENT
The assignment is expected to last for 30 (Thirty Days).
The Project Implementation Unit (PIU) of the Ministry of Tourism and Culture invites eligible individuals to apply. Interested individuals must provide information indicating that they are qualified to perform the services (has qualification and experience in similar conditions etc.), as well as submit an EoI outlining their experience in doing similar assignment and why they are suited for the for the assignment.
A Consultant will be selected in accordance with guidelines for the recruitment of Individual Consultant (IC) Selection Method set out in the Procurement Regulations; World Bank Procurement Regulations (PR) for IPE Borrowers, dated November 2020.
