Introduction
The Government of The Gambia is implementing the Tourism, Diversification, and Resilience in The Gambia Project (TDRGP) – P177179 which is supported by an IDA Investment Project Financing (IPF) and is being implemented by the Ministry of Tourism and Culture (MoTC). The objective of the project is to strengthen sustainable tourism by supporting the enabling environment, building capacity, promoting access to finance for tourism related Micro, Small and Medium Enterprises (MSMEs) and building resilience through risk management and strengthening sustainable coastal infrastructure. The project aims to contribute to economic growth and employment generation by enhancing selected tourism destinations in The Gambia by improving the sector’s enabling environment, increasing the participation and value addition of tourism related MSMEs, and developing sector resilience.
Background
The Tourism Diversification resilience project in the Gambia is supporting the short-term recovery interventions to enable the tourism sector to rebound, post covid-19. One of the main focus/components of the short-term recovery interventions is human resources capacity building for the tourism informal sector to improve the quality of service and by extension enhance the quality of experience for tourists.
In light of the above, the Project Implementation Unit of the TDRGP under the Ministry of Tourism and Culture is seeking the services of a qualified and experienced firm to conduct various short-term capacity building activities for informal tourism workers and staff of hotels under Gambia Hotel Association (GHA), to upskill their customer service and skills
Objective of the consultancy
The primary objective of the training is to improve the skills and knowledge of participants to enhance quality of service in their respective areas of work.
Scope of Work
The selected firm is expected to perform the following tasks:
- Develop a detailed training methodology, topics and content with workplan for various training areas.
- Develop a process and criteria for selecting individuals from the identified target groups in the following table, e.g. interested to participate, >2 years in the tourism sector, gender balance or at least half the participants are expected to be women.
- Prepare the draft training materials to share with the PIU for review. These should include full agenda, learning objectives, topics that will be covered and method of engagement with non-literate participants.
- Organize and deliver training sessions for the following target groups on specific topics/areas as outlined in the table below.

Approach
Firm should be sure to:
- Ensure to engage different trainers with qualification and expertise in the different topics/areas to be covered.
- Include practical exercises, role-playing, and case studies to reinforce learning.
- Provide training materials, handouts, and resources for participants.
- Conduct evaluations before and after the training to measure the effectiveness of the training.
- Provide certificate of completion to each participant at the end of the training.
- Submit a final report detailing the training process, outcomes, and recommendations for continuous improvement.
QUALIFICATIONS AND RELEVANT WORK EXPERIENCE
The firm is expected to demonstrate the following:
- At least 5 years experience in delivering short-term capacity building courses preferably within the tourism industry.
- Demonstrate at least 4 trainers with the required skills and experience in community based training and/or expertise in the outlined areas of training.
- Trainers with proven experience in delivering engaging and effective training sessions.
- Trainers with knowledge of global best practices in various areas outlined in scope of work.
- Knowledge of local languages in Gambia
Firms that meet minimum experience criterion may co-opt individual trainers with relevant experience
DELIVERABLES
- The firm is required to deliver the following:
- Training materials and resources.
- Pre-training and post-training evaluation reports.
- Final training report within 10 working days after training the final batch of participants with recommendations.
DURATION OF THE ASSIGNMENT
The training program is expected to be conducted within three months from the date of signing the contract.
Prevention of Gender-Based Violence, Sexual Exploitation and Abuse, and Sexual Harassment ( GBV SEA/SH)
Prevention of GBV,SEA/SH is an integral part of project implementation and applicable to all project activities. As such, the PIU maintains a zero tolerance to GBV,SEA/SH as committed by the company code of conduct and SEA/SH workplace policy. Consequently, all staff and consultants involved in the project activity are obliged to adhere to the zero tolerance to GBV, sexual exploitation, abuse and sexual harassment and take measures to prevent them.
The Project Implementation Unit (PIU) of the Ministry of Tourism and Culture invites eligible firms to apply. Interested firms must provide information indicating that they are qualified to perform the services (has qualification and experience in similar conditions etc.), as well as submit an EoI outlining their experience in doing similar assignment and why they are suited for the assignment.
A Consultant will be selected in accordance with guidelines for the recruitment of Consultants Qualification Selection (CQS) Selection Method set out in the Procurement Regulations; World Bank Procurement Regulations (PR) for IPE Borrowers, dated November 2020.
